Domestic vs International Tuition Fees in New Zealand: Who Pays What, and How Subject Choice Moves the Number

Who actually pays “domestic fees”?

Domestic fees are a defined fee category. They are not an alternative price that every student can choose.

The University of Waikato publishes the following fee-status definitions:

If you will study in New Zealand on a student visa and you are not a New Zealand or Australian citizen, you are in the international-fee category. A student visa is not a route into domestic fees.

This matters for your budget. You must use the international estimate when your fee status is international. Looking at a domestic fee table does not change your status. The applicable citizenship and residence rules decide the category.

The Government regulates fees charged to domestic students. It does not regulate them by giving every domestic student the same total. The amount also depends on the qualification and the provider.

How the Government regulates domestic fees

The Ministry of Education regulates the tuition fees and compulsory course costs that tertiary education providers can charge to domestic students enrolled in Government-funded programmes.

The main annual control is the AMFM. It limits the percentage increase that providers can charge on fees for existing provider-based courses funded by the Tertiary Education Commission. It applies to qualifications at level 3 and above on the New Zealand Qualifications and Credentials Framework.

The published AMFM rates are:

The 2026 limit is a percentage cap on the increase. It is not a New Zealand dollar ceiling and does not set the total domestic fee.

The Minister for Tertiary Education has proposed an AMFM of 6% for 2027. If adopted, it would allow a 6% increase on the tuition fees and compulsory course costs charged in 2026 to domestic students, excluding GST. This is a proposal, not a final international tuition rate.

The cap also has an exception process. A provider may apply to the Tertiary Education Commission for an exception based on justifiable circumstances.

Micro-credentials have a separate domestic fee cap. The Ministry of Education says the proposed cap for 2026 is $64 per credit, including GST.

These controls apply to the domestic category described by the Ministry. Do not use the AMFM rate or the micro-credential cap to calculate an international student’s budget. They do not provide an international fee estimate or a ceiling for international tuition charges.

Why universities publish paper-based estimates

Most New Zealand universities use a paper-based tuition structure. You are charged according to each paper you enrol in. A paper may also be called a course, unit or module.

The university does not charge one flat tuition fee for the whole qualification. Your paper choices affect the total. The year in which you enrol in each paper also matters.

The University of Waikato states that its published tuition fees are indicative only. It says the final fee may be different and that the actual cost may vary.

Its 2026 indicative fees apply to papers enrolled in the 2026 academic year. A paper enrolled in 2027 is charged the applicable 2027 tuition fee.

That is why a published qualification figure is an estimate rather than an exact invoice. It gives you a planning figure based on the provider’s fee structure. It does not replace a paper-level estimate for your actual programme.

The provider also publishes these amounts in New Zealand dollars. Keep that currency separate from any conversion you do yourself. A currency conversion can change the amount you must send, even though the university’s published fee remains in New Zealand dollars.

How much subject choice changes the price

The University of Waikato’s published international estimates show the effect of subject and qualification choice within the same institution.

For study in 2026, the indicative figures include:

The published estimate for the Bachelor of Arts in English is therefore $32,441. The published estimate for the Bachelor of Arts in Geography is $42,231. The Economics estimate is $38,251.

These figures are not interchangeable prices for every Bachelor of Arts. Your paper combination determines what you actually pay.

The provider also publishes different estimates for study in 2027:

The 2027 Geography and Environmental Planning estimates are both $44,343. The 2027 English estimate is $34,063.

Subject choice can therefore change both the qualification-level estimate and the amount you need available. The increase is not limited to an annual percentage that you can safely add yourself. Waikato publishes an estimate, then applies the fee connected to the paper and enrolment year.

Do not use the Anthropology, English or History figure as a fixed price for an unspecified Bachelor of Arts. You do not yet know whether your paper mix resembles the cheaper or the more expensive published qualification estimate.

These figures are specific to Waikato. They do not establish which university is cheapest. They show how much a published number can move within one university when the subject area and study year change.

What to do when you budget

Use the international estimate if that is your fee status. Do not begin with a domestic figure and treat the difference as optional.

Then budget from your actual paper choices:

If you are comparing universities, compare the same papers and the same enrolment year. Do not compare an international tuition estimate with a domestic regulated figure. A lower number is not useful if it applies to the wrong fee status.

Keep a clear record of the estimate you used. Record whether it covers 2026, 2027 or both, and whether it reflects your exact papers. If the provider later issues a different final fee, you will be able to see which assumption changed.

Do not apply the 6% AMFM rate to your international estimate. Do not apply the proposed $64 per-credit micro-credential cap to international study. Neither figure controls your international tuition.

Most importantly, budget the category you must pay. If you are an international student studying on a student visa, start with the provider’s international schedule and a paper-level estimate. A domestic fee is not a valid fallback for your budget.

Does a student visa holder ever get the domestic rate?

A student visa is not a domestic-fee status. Under Waikato’s published definition, a person intending to study on a student visa who is not a New Zealand or Australian citizen is an international student. New Zealand citizens, Australian citizens and New Zealand permanent residents are listed as domestic.

Check the provider’s current fee-status wording before relying on a published amount.

Does the 6% AMFM limit mean international fees can rise by 6%?

No. The AMFM is described by the Ministry of Education as a control on fees for domestic students in the specified Government-funded courses. It does not set or cap an international student’s tuition fee. Use the provider’s published international estimate instead.

Why is the published qualification fee different from the final amount?
